Buhari Delays Assent to PIA, Writes Senate

The expected assent of President Muhammadu Buhari to the recently amended Petroleum Industry Act (PIA) will be delaying a little longer, as the president has requested some amendments to the administrative structure of the Act.

In a letter to the Senate President, Ahmad Lawan, the President said a review of the administrative structure of both the Commission and the Authority prompted his decision to seek amendments in the appointment of non-executive board members, removal of the Ministries of Petroleum and Finance from the board of the two institutions, and the appointment of executive directors.

According to the President, the first amendment as proposed is to increase the number of Non-Executive members of the Nigerian National Petroluem Cooperation (NNPC)  Limited Board from two to six in order to reflect Federal Character.

The second amendment as captured in the letter, seeks to remove the Ministers of Petroleum Resources and Finance from the board of the newly created Nigerian National Petroleum Corporation, (NNPC) Limited, as the president explained, the affected ministers can continue to perform their functions without necessarily being members of the board of NNPC Limited.

On the third which has to do with appointment of Executive Directors, Buhari noted the need to exempt serving public officers from the established confirmation process for political appointments, adding that it will ensure effective management of the regulatory institutions through uniform implementation of public service rules for employees of the Authority.

He further stressed that the proposed amendments to the PIA 2021 is strictly about the structure, aimed at ensuring smooth take-off and consequent growth of the two institutions.
